摘要: 随着我国社会经济的快速发展,各行业对无线接入系统带宽需求越来越强,频率资源的稀缺性日趋严重,给无线电频 谱资源供给带来极大压力。根据《工业和信息化部关于重新发布1785-1805MHz频段无线接入系统频率使用事宜的通知》 (工信部无〔2015〕65号)要求,规划了20MHz频段用于无线接入系统,各省级无线电管理机构可根据各省自身行业运用特点进 行频率指配和管理工作。而在实际管理过程中用频单位往往按需求最大化申请宽带,在经济上无法有效的约束频率占用单位, 给无线电频谱资源造成了极大的浪费。因此无线频率管理机构需要根据频率占用单位的业务模式和无线接入系统技术原理 进行深入研究,精准计算,在满足各申请单位的业务需求的同时提高频率资源利用率,在技术层面把好频率审核关,促进相关技 术和产业发展,避免在频率、台站使用中与已有系统产生有害干扰因素。Abstract: With the rapid development of my country's social economy, various industries have increasingly demanded bandwidth for wireless access systems, and the scarcity of frequency resources has become increasingly serious, which has brought great pressure on the supply of radio spectrum resources. According to the "Notice of the Ministry of Industry and Information Technology on Re-issuing the Frequency Use of the 1785-1805MHz Band Wireless Access System" (No. [2015] No. 65 of the Ministry of Industry and Information Technology), the 20MHz band is planned for wireless access systems, and each provincial radio The management agency can perform frequency assignment and management according to the characteristics of each province's own industry. In the actual management process, the frequency-using units often apply for broadband according to the maximum demand, which cannot effectively restrict the frequency-occupied units economically, which causes a great waste of radio spectrum resources. Therefore, radio frequency management agencies need to conduct in-depth research and accurate calculations based on the business model of frequency occupants and the technical principles of wireless access systems, so as to meet the business needs of various applicants while increasing the utilization of frequency resources, and to conduct frequency audits at the technical level. To promote the development of related technologies and industries, and avoid harmful interference factors with existing systems in the use of frequencies and stations.
